Apple actually doesn't allow web apps in the app store so I'm not sure where you are going with the last comment. PWAs are not forced by any means and blink isn't directly tied to the AMP project.

It also makes it easier to add features since they don't offer any flexibility in webkit. No I mean it's built for the multiprocess architecture that Chromium uses and Safari doesn't.
